Paraguay’s Senate has impeached President Santiago Pena following a major banking crisis linked to the collapse of Ueno Bank, which reportedly left about three million depositors unable to access their funds. The lawmakers voted unanimously, 44–0, on November 6, 2026, before appointing Vice-President Pedro Alliana as interim president.
Following the decision, prosecutor Silvia Gonzalez Vester announced that Pena had been placed under house arrest. He is facing investigations over alleged breach of trust, influence peddling and misappropriation of funds connected to the supervision of the bank and the placement of public funds in the institution. Pena had denied allegations of a conflict of interest.
Alliana, who will serve until the end of the presidential term in 2028, promised that affected depositors would receive full compensation. Meanwhile, the crisis has sparked protests across Paraguay, forced the departure of senior government and financial officials, and led to the arrest of eight bank executives. The Central Bank also confirmed that advance payments had begun for some affected customers.
